The Foundation was created in 1994 as a joint effort between HOCOL, ECOPETROL, Petrocol, Esso, and Total in association with the Government of the Department of Huila. Petrobras later joined this institution. The goal is to stimulate, promote, and strengthen programs for economic, social, and environmental development. It focuses on the creation of better income opportunities for businessmen and independent workers in low-income communities where the founders have operations.
